Chromium (& VLC) stop current Pulseaudio playback; reset volume

I notice that usually when I open up Chromium, if I have some sort of audio playing (e.g. with mpd), it stops this playback.  When I command mpd to resume play, I notice that my volume levels are reset to 100%.

I sometimes experience similar behaviour playing videos (mp4 etc.) with VLC. Not when I open VLC, but when I initiate playback of a video.

[this only seems to happen when I I simultaneously doing playback on HDMI & built-in/analog.]

I got also the volume going to 100% when I opened a video in kodi , changing this line helped my ears :

/etc/pulse/daemon.conf

flat-volumes = no
