[SOLVED]Cabal Update Failure : cabal update > "cabal: does not exist"

First version numbers of cabal-install and ghc, then two attempts at update, the second with verbose logging.

Install was done with:
pacman -S ghc cabal-install haddock happy alex

Note sure what the issue is. Search has turned up nothing I could action/understand as being related.
What could be the issue?

I want to say that apart from this issue, installing and using erlang, rust, go, ada, was an absolute joy; and
my long conversations with Pacman have left me much obliged.

Third time writng this post, I'll keep it short:

Problem related to network settings within Arch.

To resolve:
Switch from using systemd-networkd.service, systemd-resolved.service to dhcpcd.
In addition, had to modify /etc/resolv.conf, with nameservers pointing to my router and a google ns.

Thanks to the clear and organised thinking of the documentation writers, this was a much easier problem to solve.
