Slow system after resume from suspend

Whenever my laptop is resumed from suspend the system runs much slower.
This happens on all linux 4.x kernels and when I downgrade to 3.19 or lower the problem disappears.

I've looked at htop and such and it looks like all my processes are running higher after resume than before.
I've also noticed that my cpu freq also runs a lot higher.  It also maxes out a lot quicker and more.  usually is hovers at the min and rarely maxes out, but after suspend it just seems to hover about 100 mhz above normal and any process seems to make it jump to the max or close to it.

im currently running gnome-shell, but the same thing happens to me on openbox and i3 or with a fresh install.
im also using tlp, but this problem happens with or without any powersaving enabled.

i've search the internet but only found 1 other person with this problem: https://bbs.archlinux.org/viewtopic.php?id=199922 (my dmesg is included in this post)

anyone have any idea what could be happening or a solution to try?

I had similar sort of problem with my t450s - https://bbs.archlinux.org/viewtopic.php?id=200116

There is something funny in new kernel which is locking down the processor way way in low frequency.
