Support for the legacy SSH version 1 protocol is disabled by default at compile time in OpenSSH 7.0. Is it possible to be enabled again? I still need SSH v1 on some internal legacy systems (I know, it's bad but I can't do nothing about it ;( )

Well you can build it for yourself - cant you?

Possibly all you need is modify PKGBUILD make flags to re-enable SSH V1

Sure, but I thought it's kind of a regression compared to the previous version. I would expect at least that it would be announced in the news [1].
Actually my question was if the behavior ought to be restored in accordance to "the arch-way"...

Shipping vanilla packages as much as is possible is the Arch Way. Re-enableing a deprecated security protocol would be retrograde on so many levels...
