Hi,
It's just another CUPS upgrade. Everything is just as it has always been, no changes to /etc/cups/cupsd.conf. This is not a very common problem, according to Google, while the cause is quite different every time.
This is my printer under CUPS 2.0.4:
Xerox_Phaser_3117 Xerox Phaser 3117 Home Xerox Phaser 3117, 2.0.0 Paused - "Unable to send data to printer."
Settings are the same for years, but there are no upgrades more breakable than CUPS upgrades, which is maddening.
The newest error log, probably on turning on the printer:
E [05/Sep/2015:10:21:42 +0300] Missing value on line 34 of /var/cache/cups/job.cache.
E [05/Sep/2015:15:01:14 +0300] [Client 15] Returning HTTP Forbidden for CUPS-Get-Devices (no URI) from localhost
Not very enlightening for me. Where am I supposed to start?
UPD:
It makes no difference whether the printer is on or off.
While it's on,
$ lsusb

$ lpstat -s

Try from the web interface (ip.of.your.printer.server:631).
You should click on Printers from the top menu, than your printer's name, and in the maintenance drop-down you'll find "Resume Printer". For me it was always the right solution, I hope it will help you too.

You may want to consider setting ErrorPolicy (see https://www.cups.org/documentation.php/ … Man+Pages) to retry-job or similar, if you haven't already.
CUPS (by default, I believe) hard pauses printers when they fail, which requires manual intervention to "fix" (ie using cupsenable or unpausing the printer via the web interface).
