What is the correct way to add an application to the kde plasma 5 desktop application launcher? I thought just adding a .desktop file to ~/.local/share/applications/ would be enough but it seems the application launcher doesn't automatically add the application. Most of the time when I install an application an icon is automatically added to the launcher, how are they doing this?

Is this something that is even part of packaging? Or is it done by the application writer?

usually the application writer provides such a file, but the packager needs to ensure it is put in the right place, usually ${pkgdir}/usr/share/applications/ .
Often an install file is used to update the systemwide desktop database, else it may not show up in menus until next reboot.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
