GDM Lock screen maximises brightness

I have an issue with GDM and screen brightness.

When I boot my PC, GDM remembers the previous screen brightness. When I put my laptop on sleep and wake it up brightness level remains as previously set BUT if I let my PC on and untouched for some time and the GDM lock screen is displayed, then the brightness goes to maximum.

I'm sure this is a GDM issue since when I use LightDM instead, this does not happen. Is this a bug or am I missing a setting somewhere?
