tint2 Using Openbox Margins Instead of its Own [SOLVED]

Since a recent system update, for whatever reason, my tint2 bar is taking on some of my openbox window margins.  For example, I have a 10px margin on all sides of the screen for my openbox windows.  This works fine, but my tint2 has now got a 10 px margin on its left side (not on the right, for whatever reason), which I don't want.  I have padding set explicitly to 0 in the actualy tint2conf file.  If I remove the openbox margins, tint2 goes back to stretching the full screen again.

I have haswell graphics if it matters. Anyone had this issue?

Basically set panel_layer = top. With any other layer the margin is unavoidable.
