changelog for updates?

I'm wondering if there is any sort of changelog for updates explaining the reason for the update.  I know the biggies get announced as news items on the main page, but, for example, we've had a lot of minor kernel updates lately and I've not seen much discussion why.

The kernel updates, and quite alot of updates really, are simple upstream version changes.  You can check cvs (cvs.archlinux.org) for info on why a new PKGBUILD was checked in.
