mopidy-m3u + mopidy-soundcloud + ncmpcpp

I know mopidy can't save playlists which is fine. However, I have no idea how to manually create m3u playlists? I've taken a look at m3u examples in wikipedia and other sources but I have not been able to get anything that works. In fact, the problem might be that I am browsing to the folder through ncmpcpp and trying to open the m3u file like an audio file. I have no idea how else to add the playlist though.  I've tried a few different variations but I think the logical first step would be playing a file from my local machine. Here is my most recent attempt which doesn't work:

Haken\ -\ Cockroach\ King\ \(Full Version\)-gjrcXCAeNe4.m4a

How do I write a working m3u playlist? Can I additionally include URLs for soundcloud or maybe even youtube using mopidy-soundcloud/mopidy-youtube?
