acording to https://wiki.archlinux.org/index.php/Us … are_groups, it should be created with correct GID when the relevant package is installed.
I allready tried reinstalling ntp.

Have you checked your system for .pacnew files? Like /etc/group.pacnew ?

I don't have a pacnew file. I might have treated the last one wrong. is there any way to get the last group.pacnew?

If you mean reinstalling ntp, I allready did that and it doesn't alter the group file

I did an -Rsn on ntp and intalled it again. this solved the issue
