USB 3.0 freezing and solution

Hi, I have an issue similar to the one reported in this link. The link offers a solution at the problem but i don't know what he does and i'm wondering about it. Is it safe? What is rc.local and how I can handle it in Arch? Edits in procfs are kept after reboot?

I have linux-4.2.5-1 on board

EDIT: I couldn't resist and I tried: it works but transfer speed is so slow. How can I have maximum speed without freezes?
