Flashing cursor after installing /reboot

Hello I have installed arch on several machines before but this one seems to give me trouble.

I have the bios set to legacy so uefi is turned off. (Ufi will not boot only to a black screen with no cursor)
I have 4 partitions just like the beginners guide suggested
Parted shows partition 1 with boot flag and fstab shows this being mounted as /boot.  This is a bios install (not uefi)

I am not able to get to any command prompt from booting.  Ctl alt F# does not work because it is just a flashing cursor.  The boot loader is not being loaded.

I have tried grub and syslinux but they both act the same way.  (I don't think either is being loaded).  Both boot loaders installed with no errors.

The computer is using m.2 drives if that matters.

This makes no sense but maybe it will help someone else. 

I had an extra nic in the last PCI slot.  I removed the nic and now it works???

Well I guess the UEFI was trying to legacy boot with that network card because its boot order was prioritised?
