I'm in the middle of the new ZFS arch install inside of an arch-bootstrap and I followed the wiki until Install and configure Arch Linux but I can't seem to get my legacy datasets to mount. I did like the wiki said and made my different directories var, usr, etc, then it asked me to export the zpool pool and then be import it again. So I tried to import it to /mnt but all the datasets I made legacy didn't re-mount, how am I supposed to be install if they're not being mounted? Was I supposed to not make the datasets until later? I followed the wiki so i'm not sure where I went wrong...

Zfs doesn't automatically mount legacy mountpoints; the whole point of them is to allow you to use "legacy" (i.e. non-Zfs) tools to mount/unmount.
