Intel_pstate doesn't let my cpu run at full speed

Using kernel 4.4 from repos, acpi driver works fine and reports max frequency at 1.7Ghz (Intel i3-4005u), however max frequency with intel_pstate is 1.6Ghz. Changing governor or settings frequency manually to 1.7 or even higher (tip from wiki) doesn't solve this issue. I'm not sure when this started happening (have not checked frequency in a while), but linux-lts (4.1.17) works correctly (with intel_pstate it reports 1.7Ghz).
Tried settings ignoring PPC too, no good.

Atm I'm compiling linux-mainline (4.5rc3) to check just in case, but I honestly am out of ideas.
