In 2010 the conclusion was (if I may paraphrase) "(a) the FluxBB search code is very inefficient, (b) we don't maintain the FluxBB code, and (c) we don't want to", and the topic was closed.
Then sometime in the last six years the penalty was raised from 30 to 60 seconds!
We can likely do better than this, as wasting people's time is imo as bad as wasting server time. Yes the server must (first) remain functional. But (second) the server must also be as useful as possible.
One simple change can be made that will respect users, and another that respects the server. NEITHER of these require changes to the FluxBB code base. (and yes I've entered a feature request with them asking for improvements to the code base).
For users, we could expand the search-help link to explain alternate ways to make forum searches more productive (suggest the google site option but mention that google can't limit results to sub-forums) and mention what the action (AND or OR) is for multiple search terms separated by spaces.
For the server, as mentioned in other threads here, make the bbs default *not* search the message bodies - only the subject. Users are used to starting with a wide search and then refine it - we can add the more load intensive body search as we zero in on our target terms.

Three threads? This must be bothering you a lot!
I find the 30 seconds annoying, too.

Use ddg bangs, or google 'site:bbs.archlinux.org $searchterm'.
Unless you're looking for something off-topic (i.e. the non-support areas), you should find what you're looking for.
