I have seen that a German Forum exists at

but you can't call this a Forum...., I think it was better to make a German-Subforum here, like the Gentoo Forum http://forums.gentoo.org

Please see the Other Langauges forum.  Demand is not great enough for individual boards for each language.  You can always start your own too.  Free hosting and phpbb installs are not hard to come by - you just need to do some research and makes some effort...
