Balance not set correctly on bootup

System info:

GNOME 3.20.1
Kernel 4.5.1-1
Intel audio
Pulseaudio is used as primary sound system
Intel(R) Core(TM) i3-5010U CPU @ 2.10GHz
System76 Lemur laptop (lemu5)
System last updated at around 10am this morning

Problem:

Upon booting the system, audio balance is set to be 100% to the left as seen through GNOME control center. This is true of the headphone output and speaker output. Upon changing one, the other is not fixed, but once either is changed the change persists until the next reboot. Any thoughts on what could be causing this?
