How do the kernel configs be generated?

As title, how do they be generated?
Who decide to enable which flags, and which to be disabled?

I am curious about this because I am currently working on some tools that is related to kernel.
During the building process, I encounter a failure due to some unset kernel options.
Although rebuilding the kernel according to my need is not a tough task for me,
it still makes me wonder how the kernel config is decided in Arch.

it's the arch developers that decide those flags.

Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
