[forums] ranks prune

The "Pkg Maintainer" rank has been deleted and all such dev related posts are now marked as "Developer".  I have also deleted various spurious ranks such as "Security Officer".  Therefore some of you will notice a slight change in your forum rank and a tiny minority may have lost your forum rank altogether.  If you formerly had a rank or are part of the dev team but have no rank to show it then, please pm and I will add you to the correct group and fix your permissions.

Othereise I hope things are a little clearer rank wise.

Good job, dibble! I'm sure the combo of less complicated ranks and the previously added stars will make it easier for newbies to locate authority figures while browsing the forum.
