From my experience XFCE4 has this bug for quite some time and I'm surprised nobody said anything.
The pointer option value "DisableTouchpadDuration" from "# xfce4-settings-editor" which has Double type of value doesn't work correctly.
In reality it only accepts integer values and is not working with Double values.
Example:
If you set 1.900000 seconds duration, in reality it you will only have 1.000000 second duration.
If you set 0.960000 seconds, in reality you will have 1.000000.
If you set 0.950000 seconds, in reality you will have 0.000000 (no disable delay at all).
If you set 0.900000 seconds, in reality you will have 0.000000 (no disable delay at all).
Anyone there experiencing same issue?
Aparently this is a kown bug from a long time.
Workaround solution
1-Run
# xfconf-query -c pointers -p /DisableTouchpadWhileTyping --set false or disable "DisableTouchpadWhileTyping" option of xfce4-settings
2-Running this command on startup
# syndaemon -i 0.05 -K -R 0.05 is the duration you want in seconds.

I cannot reproduce your bug (although I didn't do any detailed measurements of the exact delay).
Please note: If you update syndaemon either from the settings gui or from xfconf the dealy will be rounded to only one decimal place. This explains your second example.
You should report the bug upstream if you still encounter problems.
