Hi,
I've bought a USB 3.0 Hub + Ethernet NIC (chainese no brand).
The problem is that it shows up in NetworkManager but it shows up as "disconnected" (It doesn't detect when I plug in the eth cable).
This problem repeats on my laptop, and while searching in google some solutions were blaming TLP, my desktop doesn't run TLP.
I'm currently running on 4.5.4-1 kernel.
The odd thing is that this adapter work on Windows and even when connected to my Nexus 5 via usb adapter.

But it works on windows. So it's not faulty.

Many devices are tailored to work with windows and require special actions to make them work on linux .
Your hub could be one of them.
Please try with a different hub , or verify if the hub/nic combo works with another linux distro (plenty to choose from : knoppix, ubuntu live dvd, manjaro install image etc) out of the box

USB3.0 support requires new r8152 driver, well, at least version 2 (released about two years ago), but the vanila kernel 4.6 still ships with driver version 1. I haven't found the reason why.
Basically just visit the realtek.com.tw and install their driver (it's very simple), or a workaround could be to plug this hub into USB2.0 (the speed is severely limited over there).
Update: this solution works if your adapter has Realtek chip, you can check the chip with lsusb
