can't "Load unpacked extension..." in Chromium browser

I'm trying to build my own extension for the browser, and I have something ready that I'd like to test, but clicking "Load unpacked extension" doesn't give me a file picker dialog the way the developer documentation suggests it should.

I've tried running it from a shell so I could view any errors that get logged when I click the button, but nothing appears in the logs, even with "--enable-logging=stderr --v=1" flags set.

Has anyone else encountered this? Do I need to install a separate program to get find file dialogs to work in Chromium?

Chromium or Chrome? 
It works here.  In which desktop environment/window manager are you running Chromium ?

I'm using Chromium, and I'm running it in Xmonad. I didn't think about that potentially causing the problem. Should I try a different window manager?
