Fan on nvidia GTX-960 is running 100% when starting X

I'm still trying to get everything set up as I just moved from windows so I'm not sure what I changed that started this behavior.
Things that may be relevant: using no session manager or display manager. I am using Compiz + Emerald + xdesktop, Linux-ck-haswell + nvidia-ck-haswell. I'm on an I7 5820k + ASRock x99 board using EFIStub to boot.

The fan runs fine until I run startx. In nvdock under Termal Settings, it shows my GPU temp at 27-29°C and 0 for Fan0 speed.

Things I remember changing? updating linux-ck with a system update, enabling VT-d in bios settings (disabled now), changed boot settings.

If I exit X, the GPU fan slowly goes back to normal speed

For reference, i have i7 4790K with ASUS GTX960 with default Arch Linux kernel, it works flawless. Not a solution, that i understand, but if it might have something to do with CK-kernel.

replaced nvidia-ck-haswell with nvidia and rebooted with stock kernel: problem persists sad

I remembered another recent change was enabling overclocking profile, but I just booted with it disabled and problem persists.

Update: formatted and reinstalled Arch, did not backup/restore any configs. Using same setup, prolem still persists. nvidia-smi shows fan speed to be 33%. I enabled fan control in nvidia-settings but changes do not take effect and nvidia-settings still shows fan at 0 rpm. Switched to nouveau for the time being but I would be happy to try any suggestions.

This is getting really frustrating. I have reinstalled from scratch several times, cleared cmos (mobo firmware or whatever) settings, I even tried a clean install with kde + nvidia. I have tried downgrading to driver version 367.27-2. I updated my mobo firmware and the GPU already has the latest vbios. I opened a thread asking for help on nvidia forums. I don't know what else I could possibly do. Is there another forum I could get more attention? Could booting a windows install maybe reset something on the card that became glitched?

I seem to be having exactly the same problem but with a GTX 780 from MSI. The fan is running at full speed and nvidia-settings and nvidia-smi both report the wrong values (0% for -settings and 35%~ for -smi). While nouveau is able to properly control the fan.

I'm using all the standard arch kernel and nvidia driver packages.

I don't really know what to do about this either.

I opened a ticket at the MSI support site and they told me to try the card in another PCI slot and/or another working machine to verify that it was the graphics card and not the mobo causing the problem. I moved to another slot and then back again and it has been working since. To accurately test the 'supported' fan control etc, boot windows, use the latest nvidia driver from nvidia site, and install MSI afterburner. If everything works from there then it is definitely a problem with the linux driver or your config. Currently I am using linux-ck-haswell, nvidia-ck-haswell, nvidia-utlis, and nvidia-libgl with coolbits enabled in my X11 config and everything is working as expected.

What I've found out is that one of the two fans on my card is seemingly broken. That could certainly be the cause of my problem, it did give the same symptoms as yours though.

I guess it won't hurt to try swapping it around, I wouldn't think that would help in my case though.
