Seems necessary to restart print server every time I reboot. I usually do this thru kde print manager. 'cups' is included in the rc.conf daemons.
Also have to restore user permissions to /proc/bus/usb to access the scanner after reboot.
So everything is working but I must be missing something that necessitates these procedures.

for the scanner, check /etc/group to see your user is a member of the 'scanner' group.
If not, add them.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

yep! user is in the scanner group.

I thought the problem with having to restart cups on boot is that it couldn't be backgrounded but I'm not sure. Here is my DAEMONS() array if it helps any:
DAEMONS=(syslog-ng !hotplug !hwd @apcupsd !pcmcia iptables network !netfs @crond @openntpd dbus hal cups @sshd @clamav @ddclient @alsa @esd @httpd !@kdm

Thanks. Now the print server starts with reboot.
Should have done this in 2 stages because I don't which change did it -- cups placed after crond or crond changed to background.
Maybe play with it later - or review Running Linux.
