Cannot set governor to performance

Hello all,
When I call

sudo cpupower frequency-set -g performance

And then call

cpupower frequency-info

after having switched governors, frequency-info reports that

current policy: frequency should be within 1.60 GHz and 6.30 GHz.
                  The governor "powersave" may decide which speed to use
                  within this range. 

It is of course important to point out that I'm using the intel_pstate driver, but I'm still at a loss for why this happening.
