Netctl - DHCP timeout

I'm using netctl to try to connect to a wireless connection, however it's not working... It's weird I can connect to my phone's hotspot (my phone can connect to the wifi) but when I try to connect to this passwordless wifi, it times out

My profile config is like so...

TimeoutDHCP=40

the systemd logs tell me...

I've tried adding "TimeoutDHCP=40" to my netctl profile but that doesn't work

If it's worth mentioning my system clock is one minute aheadad of my phone's and I don't know how to fix it
