Fan control problem

I'm having a problem with fan noise. The default in BIOS was Automatic control , now I change it for ON (always on) but it keeps the same.

The CPU usage is always less than 15% but it keeps beating,I do not know well describe the noise, but it's as if the fan speed up and reduce all the time.

More info: I was using the kernel 4.4 and changed for 4.6 but the problem keeps the same.

I used lm-sensors and when I use pwmconfig I get this /usr/bin/pwmconfig: There are no pwm-capable sensor modules installed

I make a modification in grub trying to solve it

GRUB_CMDLINE_LINUX_DEFAULT="quiet splash acpi_enforce_resources=lax"

but without sucess.

I had to set it to auto control for my mainboard to make pwmconfig to see them. There is also the possibility that your mainboard doesn't use pwm to control the fan speed. Some mainboards do it with voltage regulation. If you have a 4 pin fan connector it should be possible to control fan speed with pwm, except you have a 3 pin fan connected to that.
