Connection timed out after 10000 milliseconds Update Problem

i cant update.İ stopped one package while downloading and  it says now cant lock database.Then i remove
sudo rm /var/lib/pacman/db.lck

but it says now

Connection time out

any idea?

Can you connect to the internet? If no, fix your network configuration.

Otherwise: can you connect to the mirror you’ve selected to be used by pacman? If not, select a working mirror.

If both network and pacman configuration are fine, please provide content of your /etc/pacman.conf. Also provide the output of:

# pacman -Syu -debug
