Is it safe to install arch on a fanless laptop? It has a celeron n3050 processor, I'm just afraid of overheating / battery usage if the laptop is optimized for Windows 10 which it came with.

One can only assume that, compared to the resource demands of Windows, a simple Arch install would be unlikely to tax the system to any comparable extent.

Try it with a live version of Fedora 24 Workstation Edition or something equally shiny and see how the temperatures fare under load, the results will be broadly comparable with Arch (running the same desktop).

Arch will use less resources than Windows uses, so less cpu usage and less heat.
On the worst scenario, it will shutdown.
You can check the temperatures with lm_sensors.

CPU thermal throttling is done by the chipset, so it should work in arch as well. Your laptop is safe, the worst thing that can happen is that the CPU runs at a lower frequency.
