Why Opera browser cannot display Chinese characters?

Please see the snapshot to get a flavor of the issue: with same system settings and fonts, Chromium, Firefox and Konqueror shown Chinese characters correctly, however the Opera browser can display 'tofu' only, I believe this is the Opera browser issue ranter than a system-wide setting issue.
Could anyone please check this issue and give me some suggestions on this issue?

Google Noto CJK fonts installed.

The system menus should and must kept as English, as the computer is setup for English user, so environment variables LANG, LANGUAGE and etc. must kept as en_US. Now this user need to read some Chinese and Japanese websites, as well as documents.

With current settings and fonts, all web browsers work great except the Opera.
Does the Opera can only display Chinese with LANG=zh_TW? Which means the Opera is not designed for multi-language users?
