build process for official package in the repository

Hello,

I noticed that the content of packages installed with pacman respectively makepkg differ.  For example the cppunit package in the repository does not include it's HTML documentation,  but if build with makepkg it does.  I know this can be configured via makepkg.conf, which leads me to the assumption that the packages coming from the official mirrors must have been build with some secret makepkg options.  At least I'm unable to find any information about this process.  So my question is: How are these (official) packages build and who decides what is and what isn't included in them.

I don't have any html files when building cppunit. As to official packages:
