The forums are public so anyone can see the threads and scrape the content, which seems to be the case here, everything is the same down to the thread title. That website seems to be scraping content from a few other places as well.

I've seen other sites like this... I assumed they scrape content in order to drive visitors to their ad laden site.

Unfortunately there are sleazy scumbags no matter where you go. Somebody has linux envy, and insecurity issues.
They should have used a credit and a link reference.

It's like the "install tutorials" on blogs and youtube, except taken one step further.

I don't see anything that would force them to make such attribution. For example, user contributions on Stack Exchange are licensed under the CC BY-SA license, which takes care of this. Is there similar "terms of service" document for these forums?
