Yeah 25 is no set in stone rule. It's just a rough reference. A TU doesn't need any reason to put it in community or not to do it, it's their judgement call.
The suggestion box only accepts patches.

There really isn't much benefit to be gained anyway, it's not like vmware is being compiled from source. You might save 30 seconds and don't have to keep your eyes open for updates, that's about it.

I think we should put Vmware Server into the community repository instead of Vmware Workstation. This Vmware Product is availabe for free and more features compared to Vmware Workstation. Now it has beta status. Release will come in few weeks/months.

it does not have more features. it has different features, but not more.
vmware server does not have teaming, internal team network segments, configurable network segment packet loss, and multiple snapshot paths.
vmware server does have the ability for vm's to start detached, start at boot, remote vmware interface access, and can be managed remotely via a web interface.
