Still nothing on this.
Been poking around a lot, and I'm gonna install GRUB and see if it's a bootloader issue since shutdown seemingly works fine on Ubuntu with GRUB

Disabling VTd in BIOS works for me. Thinkpad Yoga 260.

did not worked for me
and after... updated bios - did not helped
and after... installed ssd into laptop and then fresh install of arch on it and... now 2 times my laptop powered off normally!
