Kernel fails to recognise maximum battery charge threshold

To extend battery life, I limit my maximum battery charge threshold to 86% on my Dell XPS15 9550.
However, when I do so, when the computer reaches 86%, it starts to behave as if it was running on battery and NOT plugged in.
This is reported by the kernel and not only by my DE (KDE).

Using the same setting on Windows, the laptop correctly reports "Plugged in (not charging)". Is this a kernel bug, a missing feature, or something else?
Is this feature known to be working on other devices?
