When I boot my Computer, the fist core of my Core m 6y30 won't get into the C states. And the frequency for all four logical core stays at 2 GHz. When put the notebook into the suspend mode, and wake it up again, it works and also the first core goes into C states, and the frequency gets lower when the computer is idling.
I tried to find out what is different between boot and wakeup but I can't find anything. (Maybe I'm looking at the wrong direction)
I hope someone can help me to fix this.
(I rewrote this to explain better what my actual problem is.)

After reboot I can see an interrupt idma64.0 in powertop which has a high usage. It disappears after suspend.

I could finally solve it by adding idma64 to the ramdisk. At now the interrupt is gone from powertop and the CPU clocks are no longer permanently at 2 GHz.

After another reboot idma64 was back and with the same high usage as before. So, this isn't solved.
