[FIXED]linux >/= 4.6.1 causes hang on boot

So I've been having this problem since 4 months after the linux update to 4.6.1 my system would freeze on boot.
With this update many users here complained about system breakage for different reasons that werent exactly same as mine and since im not competent enough to fix it my workaround was by roling to 4.5 then to LTS eventually.
I installed linux again after the 4.8 update and added entry to grub to check if this has been fixed and still the same issue.

Could someone give me some steps so I could troubleshoot this ?

I've already disabled silent boot and I still get no error messages on boot,it just freezes forever.

I'll link a capture of my hanged screen though it sometimes hangs at 1 message +/-

Hanged boot pic

Edit:specs added

cpu : core i5 3230m
vga: radeon 7610m using open source driver
ram: 4gb
laptop toshiba satellite c850
openbox

Its funny because just noticed someone commented on a thread that still has been going since 4.6 kernel with same symptoms but thread is about intel graphics, thread was just bumped to frontpage.

i5-3230m specifications

Those specs indicate your processor comes with an integraded "HD Graphics 4000" graphics chip, you may indeed face same/similar problems as in that thread.

Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

Re: [FIXED]linux >/= 4.6.1 causes hang on boot

I've been wondering about this for some time.
If I have AMD VGA + Intel iGPU do I need to install drivers for both and how would my system decide which one to use.

Edit: currently reading about it in the wiki lets hope I be able to fix this. I didnt instal intel drivers before , doing it now and reading about PRIME
Suspected malfunction before when my cpu suddenly started overheating after updates using STEAM while my GPU would not.

Edit 2:
I dont think the intel problem affects me at all , looks like my iGPU is disabled by manufacturer with no setting option in bios.
lspci | grep VGA shows only my AMD card same thing with xrandr , and installing intel drivers showed no change.

Edit 3:
Problem has been reported in kernel bugzilla

https://bugzilla.kernel.org/show_bug.cgi?id=141741
