Hi, Lyx key binding is configured in /usr/share/lyx/bind. For german users there is a subdir de with a redefined menus.bind config file. So german users could use Alt-A to select.a paragraph instead of Alt-P (paragraph in german: Absatz).
That did and does not work in ArchLinux. Using lyx's debugging feature (lyx -dbg kbmap) shows that the original (english) file is read. Using lyx -dbg locale shows a value of qt_de_DE instead de_DE expecting from my $LANG setting de_DE.utf-8. Maybe that's the reason lyx is ignoring the de subdir?
Swapping /usr/share/lyx/bind/menus.bind with that in subdir de as sudo does fix that problem. But that should better be fixed in the package.
Unfortunately doing that brings up another problem in current release 2.2.1. Alt-A now is bound twice
1) for selecting/changing the paragraph (that's what it should do)
2) opening a Submenu in the Toolbar
Case 2 does only happen if and only if the Toolbar view/update (in german: Anzeige/Aktualisieren) is activated, i.e. visible.
On Kubuntu and in Windows (seen at work) Lyx works fine with the same release.

Update:
The last mentioned new arrising problem concerning Alt-A was a KDE problem. KDE now does automatically add shortcuts for toolbar entries in any application. Appending
[Development]
AutoCheckAccelerators=falseto .config/kdeglobals does solve that problem.
So there still is the problem that Lyx on ArchLinux does not load the locale specific config files from subdirs, i.e. all files in subdir de if my locale is set to be de.
