In the UEFI/GPT example layout in the Partitioning wiki a bootable flag is set on the EFI Ssystem Partition. In gdisk's extra functionality I found a 'legacy BIOS bootable' option. Do I use this to set the bootable flag on the EFI System Partition?

No, the "boot flag" is defined by the GUID partition code of 0xEE -- this shows as "boot, esp" in gparted (I think).
The flag you have found is for a BIOS boot partition and will render your system unbootable.

I used the ef00 code to make it an EFI System partition. Does using this code in gdisk make it bootable as well?

Yes, is it the same as the 0xEE code that I quoted.
