Looking at arch wiki on xdg-menu it does not mention jwm, however xdg-menu does support menu creation for it. Wanted to know if it is possible to create menu from root-menu (.jwmrc) that updates itself in a similar way to Openbox?

Have you seen this? https://github.com/gapan/xdgmenumaker
There is an example using it in jwm, and there is an AUR package for it.
Don't know about using xdg-menu, but you might ask on the antix forum; they use jwm and some sort of automatic menu generator. So does puppy linux.
And there is this AUR package, but I don't know anything about it: https://aur.archlinux.org/packages/menugenerator/

Looked at Puppy and they run created menus from .jwm folder. xdg_menu does work (at least from command line) but getting it dynamic is something else. Will look at links ....
Thanks

You could also disable the built-in jwm panel and use lxpanel or fbpanel instead. Both of those panels have auto-updating menus.

This works (although not sure if it is dynamic)
<Menu label="Apps">
<Include>exec: xdg_menu --format jwm --fullmenu</Include>
</Menu>
