I receive that error in white letters on a black rectangle when playing videos from many pages, for example:

I have a very recent and up-to-date install of Arch Linux. I receive that error in Mozilla Firefox 50.0.2 and Chromium 54.0.2840.100. I have installed all plugins I could think of, with no result.
Any idea?

Note that 'chromium-pepper-flash' has been replaced by 'pepper-flash' in the AUR.

Thank you. Do you think those videos require flash? It is weird, as I thought they were playing a mp4. Anyone was able to play the video without flash?

I think they tried to, but didn't set up their server correctly. If you try to play it using mpv you get the following error:
$ mpv "http://helper.ipam.ucla.edu/wowzavideo.aspx?vfn=13598.mp4&vfd=DFT20162"

Trying to manually download the mp4 from 128.97.46.13 using curl results in a timeout.
EDIT: Looks like they fixed the problem. Streaming now works in mpv, palemoon, chromium without flash, etc. curl still times out though.
EDIT2: Possibly not chromium without flash after all.

I tried mpv and I get exactly the same error you report at the beginning...

I think they just have server issues.. playing the stream with mpv still works for me, but appears to be using the flv. If you don't want to install a flash plugin, then keeping trying to play the stream with mpv is probably the best solution. If you still can't get it to stream, then I think your only other option is to contact them directly.
Note that you'll need to install youtube-dl to watch the flv with mpv.
