Wacom not detected until restart

My wacom tablet (Bamboo Pen) works fine as long as it's plugged in when I'm started up the laptop, but it's a bit of a pain to restart every time.

It shows up in

lsusb | grep -i wacom
Bus 001 Device 055: ID 056a:00d4 Wacom Co., Ltd CTL-460 [Bamboo Pen (S)]

But there's nothing for both

xsetwacom --list devices

or

ls /dev/input/wacom*

Is the wacom{,_*} kernel module loaded if you plug the tablet in after boot? If not, what happens if you manually load it?
And what is dmesg saying?
