He has been asked to desist creating new accounts but has not. His IP address, apparently a university in Germany, has been banned, but he continues using throwaway email addresses.

I'm curious, since we are on the topic of IP bans and what not, does Arch/related sites and servers block proxy servers? If this individual was really determined to earn a extra-length permanent ban, what's to stop him from hiding under some sort of proxy and trying (failing) again?

2. I linked to the Code of Conduct, so his posts weren't being deleted "for no reason"
3. Creating eleven more accounts just to harass the staff is not the action of someone who is confused or unfamiliar with a new distro

As much as I am convinced that they are all the same person, I have come to the conclusion that the references I have provided in post #2 lack any kind of evidence, so I would like to retract my statement.
The only evidence we've got is obviously his trolling on these forums. The rest would just be allegations - after all, we have to behave correctly, too.

Ban evasion is frowned upon in every community I've been in, not just Arch ones. It is the hallmark of a troll. In many communities, evading a ban is grounds for extending the duration of the ban or making it permanent.
Also, the forums displays the reason to a banned user when they try to log in.

I did not intend to grab my pitchfork, although it does need some polish and love My intent was that reporting to his university might be a valid way to resolve this issue until Dennis Ludwig calms down or moves on. People often feel invincible on the net until we knock on doors.

Forget it - German universities employ much more liberal interpretations of "abuse", "insult", "harrassment" or "porn" than their North American counterparts. Spamming, trolling, spreading fake news may be a PITA, but they are not strictly illegal or criminal. Issues of privacy and freedom of information will always be ranked higher at this side of the pond, even if they may molest others.

doing anything else seems to give them too much lagitimacy and what seems to be the phychology if not driven by some ideology or grievance.
