I have laptop dell Inspiron 15 5567 with AMD Radeon R7 m445 card.
On the laptop I have installed arch linux (instead of preinstalled ubuntu 16.04).

That suggests some things :
DRI_PRIME has no influence on VA / VDPAU
VA / VDPAU have trouble using the secondary card in a Hybrid Graphics setup.
Could you try "Discrete Card as Primary GPU" setup from PRIME wiki page ?
Maybe that setup will allow VA / VDPAU to use the radeon card fully.

You should confirm well the capabilities of your hardware, from what I can see that laptop should have a 6th gen intel cpu/gpu which probably means that it will be as good or better than the discrete card at decoding video. You should try to figure out the codename of the architecture of the discrete gpu and check here[1] what it supports regarding hardware video decoding, maybe you gain nothing by trying to use it instead of the integrated gpu.
