This problem is not only in Blender. I can also see a white static screen just after logging in with Gnome and broken tooltips on Chromium. This doesn't bother me so much. What bothers is what I see in Blender. There is no difference installing Blender from Arch package or downloading it from blender.org, it (mis)behaves the same way.

The glitches change when I move mouse over the Blender menus.
Any idea is there currently error report(s) open for this problem?

I believe those blender glitches aren't uncommon.
Try switching "Window Draw Method" in File->User Preferences->System.
I also get weird glitches when "Automatic" is selected, but at least "Triple Buffer" seems to work without issues.

Ok, thanks. I tried the following draw methods:
Full = Works
Overlap Flip = Works
Overlap = Fails
Triple Buffer = Works
So Blender automatically selects the one that doesn't work. Strangely I've never seen this problem with fixed release distros. Just wondering do they have this set to non-automatic or is this some new bug in radeon/Arch.

Not sure, although IIRC I had the same issue on intel laptop, so it shouldn't be radeon specific.
You could inquire blender devs. I doubt anyone here would know how the automatic drawing selection works.
