I have installed arch on a partition. Every thing seems to be running fine.
I can startx via root, but not via normal user.
Both xfce4 and openbox arent running.

Disclaimer: I am by no means an expert, and it's been a while since I did a fresh install of Arch Linux, the OpenBox DE, etc.
I'm fairly sure you have to copy a file owned by root to your user home directory, with a small change in the filename like this:
# cp /etc/X11/xinit/xinitrc /home/(your username)/.xinitrc
Note the preceding "." in the newly copied .xinitrc Then, change ownership and group of the newly copied file to your username and group. As a safety net backup the new .xinitrc before making changes to it in case it gets completely borked (I usually just change the backup to ".xinitrc.copy" or something like that. Next, edit the new file as your regular user (not as root). I use nano, you may prefer vi or vim. So it would be
nano .xinitrc
You will need to comment out a few lines at the end of .xinitrc
I use OpenBox on all but one of my Arch machines. Here's what those last few lines look like in my .xinitrc

#xclock -geometry 50x50-1+1 &
#xterm -geometry 80x50+494+51 &

Note that the default X window widgets are commented out, and the last line is a command to launch openbox-box-session. You said openbox and xfce are not running, so I don't know which one you want to use. If xfce, the command will need to be changed accordingly. If you're using Openbox, these commands should get you pointed in the right direction.
startx
should now launch your desktop.
I use slim (Simple Login Manager) to launch the desktop so I don't need to use startx from the command line every time I boot, but that's a separate matter.

I've noticed a few threads lately that cited LightDM in the problem. I also used LightDM and reached a login loop with it, and after trying several fixes, I replaced it with LXDM, which is working just peachy.
Now this happened around the time of the harfbuzz update, and so the problem may be infinality. I honestly didn't troubleshoot enough. My choice of DM has very little effect on my user experience, but if you are tied to LightDM for whatever reason and using infinality, replace with core.

I think my issue isnt in this file:

My issue is in authority. My normal user cannot even suspend and reboot. That is the root cause startx is failing.
Unfortunately I had to reinstall as my arch system crashed to not recoverable. But statrx was working and the normal user can do reboot and suspend etc with systemctl. I checked on but no difference in the polkit file configurations.

But there is still a question... how to see the ownership of a partition? Arch didnt show any fault... I resolved it via debian, which showed my local user to be the owner of the partition.
