pstate vs cpufreq for intel cpus

i was reading phoronix article about intel's clear linux and noticed that intel's very own in house linux distribution doesn't utilize their own pstate driver. rather they use cpufreq and i was taken aback by this. i own a i7 6850k myself and have been using the pstate driver with the performance governor set. i was under the impression that turbo boost doesn't function under cpufreq. i left all the turbo boost options in my bios to their autos / defaults and my 6850k turbos to 4ghz on one core and 3.8ghz on all the rest and under pstate this appears to work just fine. awhile ago i decided to disable pstate and it fallback to cpufreq and it only showed my max clock speed as 3.6ghz and cpuinfo confirmed this. while pstate shows 4ghz and cpuinfo shows it. so why would anyone use cpufreq over pstate?
