Only detecting half of my RAM

After running a few things, I realized that in htop, my system is only seeing about 3.2GB of RAM. I 8GB (2X4Gb) installed. I've pulled and reseated. No change. So, I booted a live CD and got the same results. Interestingly though, he Memtest saw all of the memory and so does the bios. No errors from either. I tried adding mem=8G in the grub.cfg (at the end of the Linux line) but that didn't change either. Here's a few things:

I know the Mobo can handle 8GB. Also, it's a UEFI board that I'm booting in legacy. Non 64bit OS.

Your system cannot see that much ram if you are booting into 32 bit mode. You need to boot to 64 bit mode to see all the ram.
