Xfce power manager suspends without waiting for screen locker

Xfce's power manager appears to be suspending without waiting for the screen locker to do its job. This lets anyone tries to log in a glimpse of the screen before the lock screen/screensaver finally pops up. Sometimes i3lock-fancy just crashes instead of locking.
I've confirmed that the power manager tries to lock first by modifying xflock4 to print a message to a log and using "tail -f" on said log which shows that xflock4 is always called before suspend.

I discovered the issue when trying to i3lock-fancy as a locker. It creates a blurred screenshot of the desktop to use as the lock screen which takes just long enough that the power manager suspends before the screen is locked.
I've been able to reproduce this with plain i3lock by adding a delay before the command runs.
Otherwise it's fast enough to lock before suspend. Same thing happens with xscreensaver.

Is there any way I can get Xfce's power manager to suspend only after the screen is locked?
